
Software Copies and Copyrights Policy Rescinded

R. Steve Edmonson, director of the Office of Information Technology and state chief information officer, recently rescinded Ohio IT Policy ITP-A.5, entitled "Software Copies and Copyrights.” The policy format was outdated and duplicative of other existing statewide information technology policy.
Ohio IT Policy ITP-A.5 had been in existence since 1992. It was the first statewide information technology policy published that addressed the issue of software compliance. The overall concepts introduced by the policy are important to preserve and are now comprehensively addressed in Ohio IT Policy ITP-A.26, “Software Licensing,” and Ohio IT Policy ITP-E.8, “Use of Internet, E-mail and Other IT Resources.” These policies are available online at www.ohio.gov/itp.
Ohio IT Policy ITP-A.26 covers asset management responsibilities associated with software and duties related to licensing agreements. Ohio IT Policy ITP-E.8 addresses illegal copying of copyrighted materials and unauthorized installation or use of software from a personal use perspective. Employee education and awareness programs are key components of both policies.
