101.  Can you define “Eligible Customer”?
Section 1.12 of the Master Service Agreement defines Subscribing Entity(s) as Agencies, Boards, Commissions, and Cooperative Purchasing Members.
   
102. There is mention of DSL as an Access Method, are their concerns with this service being an asymmetrical service in regards to the SLA requirements?
No, but the provider must state in their response all technical facts associated with the service(s) they are offering and how their offered SLAs will be verified against those service claims.
   
103. There is no mention of CPE devices in the RFP.  Is there a preferred vendor of choice?
  Please refer to Mandatory Requirement 6.5.3 – Provide and install all end-point equipment or electronics on page 33 of the RFP.
   
104. Who will manage the Layer 3 device at the customer location?  Will the Service Provider own and manage the Layer 3 device for the routing and QoS policies, or will the customer own and manage the Layer 3 device?
  Please refer to Mandatory Requirement 6.5.4 – Configure all end-point equipment of electronics on page 33 of the RFP.
   
105. Can you clarify the SLA endpoints?  Would the end points be, for example, from the customer location to the BON’s POP location?  Does it include the “Middle Mile” connection?
  Each provider will have a clear demarcation point at both the customer site and the BON handoff.  The SLA endpoints will be these demarcation points.
   
106. Where are the SLA endpoints for Internet Service if the Service Provider is providing the Internet?
  In this case, the SLA endpoint will be where the Service provider hands the traffic off to it’s upstream providers.
   
107. Does the customer location require a managed firewall?

108. For locations that have multiple T1's at the address, can we combine these over a single Ethernet connection and address their individual needs via VLAN's on the same connection?
  Please refer to Section 3.1 – Goals and Objectives, bullet point 3 – Effectively Aggregate Communication Needs on page 3 of the RFP.
   
109. Where do we show alternative pricing/availability and services, if we cannot serve that location with Ethernet?
 

Please refer to Section 8 – Pricing and Cost Evaluations on page 36 of the RFP which indicates that the state is seeking “creative” solutions and that the Pricing Worksheets/Grids located on page 39 of the RFP have been provided as a sample/example. The vendor should develop a Pricing Worksheet that reflects the creativity of their proposal in responding to the state’s requirements.

110. Can we assume for capacity provisioning that DS0's are 3Mb, DS1's are 10Mb and DS3's are 100Mb?
  The state is seeking creative proposals for converged IP voice, data, video, and internet services and not a continuation of the current TDM environment.
   
111. In existing MSAs with service providers, the State has agreed to provisions that are different from the provisions in the States standard MSA.  In the MSA associated with this RFP, would the State agree to accept MSA provisions that are consistent with provisions in existing MSAs with other service providers?"
